What's New in Aeronautics - August 2009
Engineering:
Group Maintenance: All work associated with this year’s crack-seal project has been completed. Officials at all of the airports are pleased with the work. The project is now in 41-day advertisement for final payment.

Construction:
The following work is currently in progress:
Buffalo - rehabilitate/overlay RW 13/31: Work is in progress.
Cheyenne - reconstruct RW 13/31: Work is in progress.
Cody - access road: Work is in progress. Air Carrier Ramp: Project award is pending.
Evanston - construct TW “A2” and GA Apron: Work is in progress.
Ft. Bridger - wildlife fence: Work on the fence has been suspended waiting for BLM land issue to be resolved. Remove Obstructions: Project work will be accomplished over the summer.
Gillette - expand terminal parking lot: Work is in progress.
Greybull - relocate runway: Project is still waiting on FAA funding amounts.
Hulett - seal coat/mark pavements: The project has been awarded and work is expected to begin this month.
Jackson - terminal renovation: Work is in progress.
Laramie - pavement maintenance: Bids were opened on July 23. Four bids were received. The low bid was in the amount of $188,705. The engineer’s estimate was $417,690.
Pinedale - construct blast pads: Bids came in above budget. Project is scheduled to re-bid on Aug. 17.
Rawlins - perimeter fence: Preconstruction meeting is scheduled for Aug. 12.
Rawlins - construct hangar taxiway: Preconstruction meeting is scheduled for Aug. 12.
Riverton - reconstruct runway: Work is in progress. This is a federal stimulus project.
Rock Springs - seal coat/mark all pavements: Work will begin this month. Construct SRE building: Start date has not been determined. Terminal building improvements: Start date has not been determined.
Sheridan - reconstruct GA apron and taxilane: Work is in progress. Terminal parking lot expansion: work is in progress.
Thermopolis - seal coat/mark RW and apron: Work is expected to commence this month.
Torrington - rehab GA apron: Work is in progress and is nearing completion.
Approach Analysis Study: The Aeronautics Division has received from Delta the draft of the final document and the project now stands at 75-percent complete. The next steps will be to review the documents currently submitted. After incorporation of any comments, reports covering individual airports will distributed to each respective airport sponsor for comment.

5010 Inspections: Five airports were completed the last week of July (Shoshoni, Thermopolis, Greybull, Powell and Cowley). Only Saratoga remains to be completed to finish this year’s contract. Saratoga will be scheduled for mid-August. Verbal agreement to enter into next year’s contract has been given and the process should begin soon.

FAA/Wyoming Specifications Review: The review and modification process for the FAA specifications is going well. Summer presents a bit of a slow down since all members of the committee are involved in construction in one aspect or another. An Oct. 22 meeting is being scheduled for discussion of the modifications already implemented and to bring forth other issues with Wyoming Contractors Association, consultants, FAA, and WYDOT Aeronautics staff.

Mountain AWOS Project: The AWOS on Lava Mountain is near full installation. The other sites continue to move along, with a completion date of Sept. 30 still looking to be reached.

Wyoming Aviation Conference: Registration is now online and available via the WYDOT Web site. Registrations are progressing along nicely, as well as preparations for the conference.

Planning:

Planning projects: The following projects are currently under way in the Planning and Budgeting Program.

Casper – The Cargo Master Plan is in the final stages of completion. The facility requirements chapter begins to describe the alternatives for future air cargo needs at the airport.
Cokeville – A master plan is in the final draft stages and has been presented to the division for review.
Dubois - land acquisition, appraisals and review appraisals are complete on the two new parcels.
Evanston – A master plan update has just begun, and a kickoff meeting was held on July 28.
Gillette – The Airport Layout Plan (ALP) is complete and awaiting air space approval from the FAA.
Guernsey – A new ALP is complete and awaiting air space approval from the FAA.
Greybull – The Environmental Assessment (EA) for the 200-foot extension on the runway is under way.
Guernsey – The ALP is complete and awaiting air space review from the FAA.
Hulett – The third and final Noise Study is complete and the final report is being written by the consultants as part of the environmental impact study for the airport.
Jackson – the operations enhancement study is under way, the Terminal Expansion Project ground breaking ceremony was held on July 15.
Lander – The new ALP is complete and is awaiting air space approval from the FAA.
Laramie – A new ALP is under way and about 90-percent complete.
Pinedale – The new ALP is under way, and the first two of seven chapters are complete.
Powell – The new ALP is currently 85-percent complete, the FAA has verbally accepted the forecast chapters.
Rawlins – The new ALP is substantially complete and has been sent to the division and FAA for initial review.
Thermopolis – The Environmental Assessment (EA) for the proposed replacement airport is 95-percent complete. Public comment will be received on the EA later this fall.
Torrington – The sponsor has met with division and FAA staff to request a new master plan be established for the airport.
Wheatland – The town is going forward with land acquisition projects.
Wright – The sponsor has selected a consultant firm to develop a feasibility study to determine if it would be feasible to develop an airport in southern Campbell County.

Statewide Economic Impact Study: The consultants are putting the finishing touches on the final documents. The anticipated delivery schedule will be the individual airport brochures and technical document on Aug. 28, and statewide executive summary on Sept. 10.

Inventory and Implementation: The division has received the final Air Service Chapter and employees are in the process of giving it a final review.

Joint Planning Conferences: The first JPCs will be on Aug. 19 in Pine Bluffs and Torrington.

Annual WACIP Update: The division staff is working with the FAA to prepare the annual request to the airport sponsors for them to update their WACIP. Employees anticipate sending the request out to the airports by Aug. 11, and asking them to send in their updates by Sept. 18.

Air service:

SkyWest Airlines will be continuing service to both Gillette and Rock Springs from Salt Lake City for another year. The tag flights between Gillette and Rock Springs will also continue with cheaper fares between the two. The division hopes to stimulate intra-state traffic in Wyoming. It is a matter of increasing awareness that these flights even exist. It could certainly be an advantage for the business traveler who wants to conduct business in a day and be back home in time for dinner.

Upcoming events and meetings:
Airport site visits – Aeronautics management staff members are visiting various airports over the coming months for general discussion on our support of aviation. Commissioners from the associated district and at-large will be notified prior to each meeting.
